Leesburg Downtown Improvements

In 2008, a group of property owners, business, organizations, and other stakeholders who were interested in seeing the Leesburg Historic District regain vitality formed the Downtown Improvement Association (DIA).  The DIA utilized the results of a ULI Technical Assistance Panel to develop a Strategic Implementation Plan for improvements in the downtown area.  A budget of $5 million was established for design and construction of the proposed improvements, and was included in the Town's FY 2010-2014 Capital Improvement Program (CIP).

The goal of the projects outlined within the DIA's implementation plan was to connect the activity nodes in the downtown area, as well as to create multiple point of interest.  These projects, in turn, could provide a catalyst for private development as well, building off the momentum of the funded projects.These improvements included: Sidewalk additions and widening, Streetscape elements, Consolidated signage, Traffic calming elements, Cross walks, Storm drainage, Urban park elements, Gateway features, and new street and accent Lighting.
